deal with the contents of Articles d,9,10 etc. of the. in. C. which concern matters falling entirely within the

jurisdiction of the Supreme Court of China, since

the jurisdiction of that Court, respect of these matters, is exclusive. I think, therefore, that speaking broadly, this Bill is sufficient in form and it is extremely desirable that no criticisms of importance should be made with regard to it since this would involve further reference to Hong Kong and

consequent delay.

If the general lines of the Ordinance are accepted I see no points of detail which appear to be worth making. We must, however, I suppose.send copies to the Foreign Office and the Board of Trade for observations before telegraphing our approval.

I gather from 39124 that the Foreign Office

do not wish to submit the Ordinance to the Law

Officers and that we have not yet had the promised despatch on the subject of the Hong Kong contribution

towards the expense of the new Registry.

There is also the question of the dates to be

inserted in this Ordinance and the Order in Council

to be decided. Clause 10 of the Bill is so worded

as to enable the commencement of the Ordinance to be

suspended until the date when the Order in Council

comes into operation, see the last paragraph of the

Attorney-General's memorandum attached to the Bill.
